About the Opportunity
We are seeking a Development Engineer to deliver expert engineering assessment and compliance oversight for development across Parkes Shire. You will prepare and enforce engineering conditions of consent, review civil designs and oversee the certification of subdivision and civil works.
This role plays a key part in ensuring all infrastructure meets Council standards and is safe, compliant and sustainable, protecting Council from long-term financial and operational risks. You will also support development within the Parkes Special Activation Precinct (SAP) and work closely with Planning, Operations and Asset teams.
As the Development Engineer you will be required to provide technical advice to developers, consultants, the general public and Council staff in regards to engineering aspects of development proposals in Parkes Shire and also providing engineering survey, design and estimating and contract administration for works to be carried out by Council's workforce.
More specifically, your responsibilities include but are not limited to:
- Prepare engineering conditions for development proposals and, where appropriate, assign, audit and enforce standards on design and construction related to civil engineering works.
- Further develop Council’s engineering response to development matters including storm water management, roads and infrastructure.
- Engineering design development assessment and compliance
- Certification and inspections of subdivision works
- Assist council to avoid and defend civil liability claims and review of engineering plans and construction works associated with development
- To undertake other duties as required by Parkes Shire Council, within the scope of the person’s capabilities, knowledge and experience.
- To provide engineering design and construction plans and specifications for traffic, car parking, roads, streets, footpaths, water, sewer, drainage and town beautification.

About You
To excel in this role you will bring:
- Tertiary qualifications in Civil Engineering or equivalent.
- Demonstrated experience in development engineering, subdivision assessment or civil design review within local government or a related environment.
- Strong knowledge of relevant legislation, including the Environmental Planning and Assessment Act, Local Government Act and Roads Act.
- Experience in preparing engineering conditions of consent for Development Applications and assessing Section 138 applications.
- Demonstrated ability to interpret engineering drawings, specifications and technical reports.
- Well-developed communication and negotiation skills, with the ability to work effectively with internal and external stakeholders.
- Strong written communication skills, including the preparation of reports and technical correspondence.
- High level of computer literacy, including experience with relevant engineering and office software systems.
- Current and maintained NSW Driver’s Licence.
- Current and maintained SafeWork NSW Construction Induction (White Card).
Additionally, the following skills and background will be highly valued:
- Minimum 5 years of relevant experience in engineering
- Experience using the NSW Planning Portal
- Knowledge of Austroads, TfNSW and local government engineering standards
- Experience in subdivision construction and certification processes
- Experience in local government operations and asset management principles
- Current Prepare a work zone traffic management plan (PWZ) qualification
- Knowledge of the role, functions, and responsibilities of Local Government.

The role has been evaluated as being Grade 15 of the Council's salary structure and offers a competitive salary circa $93,192 - $107,170 (depending on skills and experience) plus 3.5% Civil Liability, super and salary packaging options to increase your take-home pay.
